The Ridiculous Unnecessary Roughness Penalty on Alontae Taylor on 3rd and 22

Just have a team of 'elite' refs looking at any questionable flag in a control room in New York. They have access to all the replays and angles. They can call the head ref on any flag and overturn the call on the field.

It isn't rocket science. This could be fixed in one weekend.
The best idea I heard for this was from Pat Kirwin (I think) and he suggested that almost retired or retired refs who are unable to handle the physical demands of being on the field could be the eye in the sky since they are the ones with the most experience.
