They should have a pool of reserve refs so that if one ref screws up a call like that, they’re deactivated the next week and they pick from the “pool” to replace them for the next game.
You can't blame the ref for making that call in live play. You can blame the officials in New York, however, for not reviewing it and having them pick the flag up.
