But isnt that "trap" ever-present?

Thats why we rely on historical context, the interview process and the like. Now, we may have an issue at the top too - that makes the determination post-interview.

And ill add this caveat- a HC can be only as good as the people he surrounds himself with ( OC/DC, staff etc )

Here we have HC that is ALSO THE DC. An OC that didnt want the job initially. DA is responsible for this. Not Loomis. Not Gayle. DA has the main imput regarding his staff.

Just another example of his inability.
