Meh, that stinks. If they want to make more inroads in the US, they need a US team imo.

That said, the bigger issue is if Max and Red Bull continue their stranglehold on the #1 spot and races are decided after lap 1, then they'll have a hard time gaining more new fans.

F1's USA viewership has doubled since its pre-Covid numbers. It was slightly down last year and I think Red Bull dominance is the primary reason. Nascar has known for years now that parity and competition is the key to big TV audiences but the problem for F1 is that their competition model allows for substantial innovation and the teams spend fortunes on innovation within the spec. A substantial element of F1's base around the world love F1 for racing tech and innovation. The FIA has to be careful about how it tries to engineer greater parity . . . whereas with stock cars, there was always much more parity in the spec, and Nascar has been able to go to a near single-car spec with approved parts without pulling the rug out from under the spirit of the whole sport.

The spending cap and some of the spec revisions have been aimed at greater parity but still we can see that it lends toward dominance. If F1 could produce 2021 competition every year, it would be massive for the sport but I don't think they're willing to try to engineer that exclusively - and I get why they think that.
