Just because the lights came on does not mean they regained steering. The rudder will have two electric HPUs providing hydraulic power to move the rudder. Those will need to be restarted. Nothing comes back quickly when you fully blackout a ship. It took us 12 hours to get everything back online when we purposely killed all power. My vessel is way more complicated than a container ship, though.
