It doesn’t sound like a plan. It sounds like someone asked the question and he said “if he was needed there he could play it.”

I think the plan is to try to make Penning work at LT and Fuaga at RT. And Saldiveri at LG. If it works it could be great. If it doesn’t it could be a disaster.
