When the price of gas in much of the country is already $3.50+ what individual in his position should show surprise that they will hit $4.

The best interpretation I can give is that he is playing the cheerleader, acting as if that is a surprising thing.

I thought a post above said that the average was $3.16? Or are we now holding the president responsible to know what the ACTUAL price is at EACH & EVERY gas station? Because we can show an individual gas station in California that has $3.99/gal., and therefore that equals reality. Right?
