Kremlin will exhaust all manpower in the East, whatever mercinaries they have acquired thru Africa/Middle East, Nepal etc before conscripting 10s of 1000s from Moscow, St. Petersburg or any other western Russia ( aka Eastern European ) metropolitan city.
When they get to THAT point, its gonna be a bad time to be a dictator in Russia.
