if the RuAF amassed large amounts of troops and equipment over the last few months in Belgorod region for the Kharkiv offensive, that stuff aint moving out overnight.
At very least, they are now having to move further out of range, and any resuming of Kharkiv offensive, means they have to come from much further away and time isnt on their side in that regard. They would lose any sort of "surprise" and leave themselves open to ATACMS cluster strikes which are much more deadly than a 155mm DPCIM cluster shell.
This is more about pushing them back without even having to fight and create new lines of defense.
