Whether he is designated as the EQB3 emergency quarterback, I suspect Hill will serve in that role assuming Carr and then the QB2 (Rattler or Haener) get hurt. There's no way Rattler AND Haener are both active on game days. I assume they will have a solid package of plays that Hill will be able to run if he has to go in for injury purposes. While he hasn't practiced as a QB and likely isn't in the QB room this offseason, he most certainly IS a quarterback in that he knows how to play the position. Let's not forget he went 7-2 as a starter for the Saints and played pretty well.
