You're missing the point. The officer ordering you to roll your window down the entire way is not a lawful order. As in, it's not required, determined by the US Supreme Court. It's no different than the cops asking you questions. You can answer, but you don't have to. If you're standing in a public place and a cop randomly asks for your ID, you're not required to give it (exception of 4 states including LA.) He can ask all day but it's not refusing a lawful order because the order itself is now lawful.

So Florida State Law 316/072 does not apply.
