there was no danger to the police - except perhaps to their 'authority - so why escalate - their training should be first and foremost in de-escalation

Sorry but I still don't understand. YES the cop was over the top. But please help me understand what he is supposed to do. TH was speeding. He refused to cooperate. So does the cop say "ok you don't want to cooperate so you are free to go"? Seriously... what is the right way to handle someone who has broken the law.. albeit a minor transgression... that simply won't cooperate...
