So does the cop say "ok you don't want to cooperate so you are free to go"? He actually did cooperate though. Cop already had what he needed to write him a ticket. He just got mad because Hill talked back at him because of the knocking on his window and rolling it back up. Which is actually pretty silly. I've rolled my window (yes, I have tinted windows too) back up after the cop went to his car to write up the ticket.

At the point when the cop told him to get put of the car, he barely had any time to react. Just let him get out the car and talk to him like a normal person. None of that is hard to do.
