They have to err on the side of caution and assume someone who isn't cooperating, even non-violently, could literally cost them their lives. Absolutely bad cops exist. Bad football players. Law enforcement officials and our military are the only ones who sign up to protect and serve and willingly put their lives on the line every day. In a world of bat-crap crazy and evil. Hill's driving infractions and refusal to obey simple commands is why the incident happened. And on top of that, he takes no ownership of his bad decisions.
