Tyreek Hill arrested for traffic violation by stadium in Miami on gameday (Hill played) [Reckless driving & seatbelt charges dismissed]

AGAIN, the cop had everything he needed to complete the purpose of that traffic violation stop. He to walks away to complete the citation, the window goes up and he stopped!

He has the information to complete the citation, but he choose to deviate from completing the traffic citation and engage Hill's behavior. Hill's action doesn't obstruct him from doing his job, if that was the case, where's the obstruction charge?
Exactly. I don't get why people can't see it . The cop was always the one in control the entire time. There was nothing problematic with Hill rolling up his window at that point other than the cop getting butthurt about it. If he goes and write the ticket, hands it back to Hill, even if he's mouthing off. Cop should be professional enough to brush it off and go about his day. I guess some people need drama in their life.
