i haven't seen that tattoo on a male, but we had 2 female cats in the warehouse at work and i brought them to LSU (they have a program to fix stray and ferral cats). to get them fixed so they would syop having kittens all over the place. I know they had a tattoo after that, never really paid attention to what it really looked like..
