This has been on the rule books for a long time now. Celebrations cannot have any sexual context whatsoever. He actually should have gotten an unsportsmanlike conduct penalty too, but the officials missed it.
Not saying I agree with the rules, but it is indeed black and white in the book and a part of the fine schedule as well.
