Yeah sure but it refines the penalty, but it lets the refs say yeah technically it's DPI but it was not intentionally done to stop a score like grabbing the guy cause you got beat. The idea is to stop teams from just throwing up a pass hoping to get the DPI call and the ridiculous flag

That would be nice. But in most cases when a defender is not beaten by the receiver and plays the ball, even if there is a collision there is usually no flag thrown. So the key is: not getting beat by the receiver and make an attempt to catch the ball, not just whack the receiver before the ball gets there.
