They aren't playing a lot of 3 WR sets more because they need the TEs and FBs to help in pass protection and run blocking. I'm not sure how adding a WR helps with that. Sure Adams is a better player than Shaheed is now, but if one of them is on the sidelines while we continue to mostly used 12 and 21 personnel then he would be of marginal benefit since you would lose a chunk of Shaheed's production. And I don't think this OL can hold up in pass protection if you play a lot of 11 personnel.
