There are, but drafts don't usually fall where the guy you want at the position you need is there at the pick you have. The more needs you have and the more picks you have they better chance you have at getting the player that can solve that problem. A 31 year old WR with a busted contract doesn't solve the most glaring problems we're facing right now.
