No, that statement falls short of that. It was a non answer. The Russian replied that the cooperation was legal under international law.
There was no admitting that their are troops there, he said "cooperation," that includes having military advisers there which was already the case before this troops issue came up. I do think there is, and has been proof that they have sent some military advisors there because they are providing arms systems to Russia.
I don't and have not doubted that there are military advisers there, that a few of them have even been killed. But that is not the same thing as a lot of troops fighting on the line, or are about to be fighting on the line.
Now that Kim has seen us becoming upset I think he might now send some troops, he does like to upset us. But I'm still waiting to see proof of it.
