I have to go with the Saints. While they could have competed for a playoff berth before the injuries, the defensive collapse I've witnessed over the past few weeks and the sheer amount of time it will take to return to being a cap-compliant team on a growth track is staggering. They are a couple of years away from even being in position to start a multiyear rebuilding process.
The advantage the Saints have is that the division doesn’t have a superstar coach or a long term franchise QB.
It’s not as dire as Barnwell makes it.

And the Browns by far have the worst situation.
A historically bad owner.
A cycle of losing that has gone on for over a quarter century at this point.
And being in the same division as Pittsburgh, which has been consistently good forever.
Along with having to chase Burrow and the Bengals along with the Ravens and Lamar.
