I'll just play devil's advocate and say I'm not sure how bad Allen's intentions were. We had a lot of injuries going into the game, and we were depleted at DB and RB. We needed to elevate two players plus sign three to the active roster to help fill the holes.
Three players had to be cut or put on IR to make room for the three signings, so Hergel was waived and Means and Miller were moved to IR. Who else should the Saints have cut or put on IR? There weren't a ton of options, and Miller is a cheaper IR option than Williams (since both weren't available for the game).
