Derek Carr is still top ten in QBR this season per ESPN

When you had Brees, Brady, P. Manning, and Rodgers all playing at the same time, it was fairly easy to fill out the layer cake-type chart of elites, second-tier, and third- or bottom-tier QBs. It's not so easy now, with those greats all retired now. Mahomes, Burrow and Jackson come the closest to deserving the elite title at present. Allen and Herbert are second-tier. Rodgers is still around but he's about done.

Carr is solidly a second-tier QB, as he's been throughout his career. Fits the MO of second-tier, which is he needs "healthy help" to win consistently. The help hasn't been healthy this year, as seen with the injuries on the o-line and WR.
