Are they better options? I think it depends on what a coach is looking for.

And not every team is going to target the same guys so it's hard to know who is the best to 4th best. Ben Johnson looks like the top guy right now, but that doesn't mean he will succeed. Often times it not the guy you think that ends up being successful as an NFL HC. Payton wasn't the top guy when he was hired and Dan Campbell wasn't the top guy when he was hired.
