I actually had this experience.

I once owed back taxes to California because when I moved to Oregon, and my moved was paid for, I deducted mileage that I should not have.(I used my car for work so I deduct a lot of mileage) I owed them like $900 if I would have paid it in my taxes.

By the time I got the first letter it was five years later and I owed them $5800. They don't care you don't know you owed them money, the interest accrues.

I was incredulous and called them. They said send a letter explaining why I thought I didn't owe the money etc. I got a letter back like 6 weeks later denying my claim as the tax code is what it is. Now I owed them $6200. I paid the bill.

Moral of the story - call them to ensure it's you and if it is set up a payment plan. You won't win if you owe them money. But the interest never stops accruing.
