Of course you want the higher pick. The wins do absolutely nothing except decrease future talent. Even if you aren't in love with who is available at the top of the draft, you could parlay the pick into multiple later picks.
Remember when Washington got 8 picks for 1? The next season, their coach, the alleged architect of the early 90's Cowboys offense, was fired, and the six seasons after that draft, they went 44-51, with only 1 winning season.
