I'm just not sure you can name Rizzi the HC without giving him a shiny new 5-year deal. Otherwise the players will know that he's really just an interim guy.

I guess my thing is that I like several candidates over Rizzi, but if you can't get those or the team thinks Rizzi is the best candidate, then you need to give him a real shot at success by treating him like any other HC. Otherwise you are just dooming him to failure.
