I think you have to keep taking lottery ticket picks on mid-round QBs (or higher) until you find a franchise guy or you have to target a guy that you think will be a franchise guy and go up and get him. I'm not sure Gabriel is the guy, but it's worth it to take a shot on someone you think has potential.
If you aren't drafting one high, you have to take the shot and you never know when you are going to hit. It's incredibly hard to find one in free agency where the best you are likely to get is a mid-tier guy and nobody trades guys they think could be franchise QBs. The one exception I guess is Goff, but he's not elite and the Lions traded a very good QB in Stafford to get him.
