I guess that makes some sense as you have to roll street cleaners, trash collection trucks, food/beverage suppliers for restaurants and bars as well as pest control services (yes some establishments do actually contract with them). But, those entry and exit points really should be monitored more closely during that time of night/morning if that’s the case.
