Maybe, but the explanation given (I think by the Mayor or maybe the Police Chief) was that they were being worked on to get them ready for the Super Bowl. It sounded like they had not worked correctly for awhile, or were at least difficult to get up and down, and they were now fixing them in preparation for the Super Bowl. But it's hard to know if they were actually functional or not when they took them down for maintenance.

Basically the city has not been doing any of the usual pre-Super Bowl prep that any normal city would be doing in the 3-4 years leading up to the game because we have an absentee mayor. Once Landry won he got together with Cantrell and they agreed to hand all the preparations over to Michael Hecht with GNO Inc, who has been spearheading all the various road and other projects - trying to fit 5 years of work into less than 1.
