Soooo when is it NOT Fire Season??? Franklin fire in Malibu CA

So what I just heard somebody explain was that there had earlier in the year been a wet period for CA causing much larger, prolific brush to grow that is now dry and acting as the fuel for this.
Last winter, it started raining in November and didn't stop until like May-June. (remember we even had a hurricane warning). It rained so much here that I was like wtf am I even living here for, it's raining more here than it did in Texas. We haven't had any meaningful rain since it stopped in May so that would track.
