how is so many countries, small ones at that, have better and more innovative weapons than Russia? we only know this now because of what they are donating to UKR...
short answer- corruption within Russian military heirarchy
here is one example
Summary: the Russian Military leaders (Shoigu, Bulanov, Igokov ) would purchase old cargo ships destined for the scrap yard, bill the MoD as if they were NEW SHIPS, loaded them with weapons and materials to ship 2-3 times then SELL THEM to a Turkish scrap yard. Rinse -repeat
made MILLIONS off the scam.
This is JUST ONE example. Imagine how far-reaching the corruption goes inside Russia- and its just a very small number at the top that make all the $$$
