Honestly, that every QB in the NFL. The best teams in the NFL have top tier defenses and most have top tier run games. The day and age of QBs actually making players around them better is long gone; it's very few "king makers" out there in the league. Most are either scheme or player dependent. Texans secondary is one of the better in the league.

Herbert really needs an elite defense to win. A good defense can shut him down more than the other way around. He has a pattern of subpar QB performance when he’s depended on to win. He’s more traits than actual franchise QB. He’s yet to play like a definite top 10 QB in 5 years.

Right now he appears to be a coach killer with good regular season stats. I’ll honestly be surprised if Harbaugh gets to a conference championship with Herbert.
