Dead caps the past 10 years - here's the manifesto

The dead cap % has improved the past 2 seasons when compared to the prior 2 seasons. 22 and 21 vs 15 and 16.....so it is getting better over time, gradually. EVERY team carries dead cap in varying amounts.
