I was a born and raised New Orleans and I love the city but I can see it for what it is and it makes me sad. New Orleans is my home and my whole family lives in this area.
The incident on Bourbon was random and could happen in any major city with a "soft target." I have a critique of my hometown and state, but it's mainly economic. The reality is that most deep southern states have terrible economies, and most of my friends from college either left after graduation in the nineties or Katrina. Most of them live in either Houston, Dallas, or Atlanta. I love NOLA in a romantic sense, but the economic opportunities and public educational system cannot compete with most major metro areas. Finally, unless you've been to a developing country (using the term third world is viewed as offensive), you know there is no comparison.
