He’s not signing recruits with the understanding that he doesn’t really work for the University? Seems like a rather wonky business model. Is he being considered an intern?

No he's not "signing" recruits, National Signing day is not until February. I have no idea what the rules are regarding talking to them.

He can wear what he wants at press conferences.

And I'd believe there are stipulations in place to cover his recruiting expenses.

I think this is ado about nothing.
