Not to stir the pot, but what if the QB options at 9 are better than the options you currently have, even if it's not elite? I wouldn't discount taking a QB at 9, depending on the HC.
If the team or the head coach has a conviction that there is a QB in this draft better than Carr and Rattler, then sure, take him at #9. I don't think that QB is in this draft, but you always take a QB that you think is at least a top 15 QB. Carr is a top 15 QB and even if he is never better than that, you take it over Carr because a young QB would cost significantly less money that you can use to build a better team around them.
