Loomis has always only been as good as his HC. The problem is that the last HC was terrible and he doesn't have a new one. IF he can get this hire right, and it's looking worse at this point, he's a fine GM in the background taking care of the money and admin stuff. The problem comes when a HC wants to do dumb things and Loomis rubber stamps them like continuing to stretch the cap, paying for Derek Carr, and trading up for Davenport.
