So this video circulating of a Russian Ombudsman from Kursk Olbast praising UAF soldiers for "sharing food" and noting that Ukrainians are" not all evil"

The thinking is there might be negotiations on the horizon because no Russian spokesperson can say anything remotely close to that without reprecussions. So the approval to say that came from very top ( Kremlin )
