Originally I think the plan was for Honda to be in charge, which might have worked. But these legacy companies are rapidly falling behind, and I don't know if any of them can pivot quickly enough to catch up to those Ev companies from China. They're already starting to lose noticeable market share in important markets
There is a bit of speculation that the Japanese government forced Honda into being open to a merger with Nissan. I'm thinking Honda potentially demanded Nissan become a subsidiary as a way of poisoning the entire thing. IMO Honda can make the argument that Nissan's current leadership isn't capable of turning the ship around and they needed Honda to get their act together.

Word now is Nissan is seeking to partner with a tech company to help it through a transformation. The problem there is the Nissan board is really too full of themselves to let a tech company really tell them what to do. IMO either the Japanese government will tell Nissan to 'bend the knee' to Honda or Nissan will be allowed to wither and die.
