I think they’ll explore all their options and this is still the most likely outcome.
There are two decisions to this; whether to hold on to Carr and whether to play him. Keeping him doesn’t necessarily lock Moore into a decision about who his starter will be. I could see Haener being the odd man out, the team taking a flyer on a young vet or later round rookie, and opening the position to competition. Moore doesn’t have to win in year one, but he also doesn’t have to waste time on players who he might decide aren’t future pieces, if there ends up being somebody else on the roster he wants to work with now.
