Talking about suppressing free speech and actually taking action towards suppressing it aren't the same thing.
That implies that there's no connection between those, that the one cannot and will not lead to the other, which suggests that speech is meaningless. Whereas the premise is that speech can and, unchecked, ultimately will lead to action. So I disagree, I think there's a valid paradox there.

Ymmv if you think, for example, it's not inevitable. But I'm less, let's say, cheerful about that premise currently.
