Maybe. But I think if he's healthy this year and puts up good number, a contender like Baltimore, KC or someone else that really needs a WR, might be willing to take the risk for a shot at a Super Bowl at the trade deadline. It's what inflated Lattimore's value last year. If we are competitive we keep him. If not trade him when his value should be the highest.
You might only get a second, but right now I think you would be lucky to get a 4th because he has not yet shown to be healthy and won't until he plays a decent portion of the season.
I'm also not sure how concerned NFL teams really are about concussions. They talk a good game, but they let guys like Tua play weeks after a concussion. Plus, lots of guys have had concussion issues that resolved. The biggest issue with concussions is that if they happen too close together with no time for the brain to heal, they are a short term risk. The large number over a long period of time is a long term health risk for the player, but not really an issue for a team.
Plus, every player in the NFL is one hit away from retirement.
