Loomis' comments at the Combine do not indicate that he's going all in this year. He will spend more than last year when he spent very, very little, but he's not going to max out the money. He's going to continue on the soft reset path for at least one more year. That means if you sign Adams you probably don't have the money to upgrade on the OL, DL, or at TE.
