I think the OTC guy's writeup stipulates that they can only award up to 32 comp picks per draft. Radunz' expected low salary does not place him close to the top 32. So, unlikely to be a concern on that basis alone.

I would hope he falls in the lower tier and is not considered. However, it is technically not just the top 32 salaries as if a team signs more players than it loses (that qualify as CFA), they do not get a comp pick regardless of how large the salaries are.
