I think they do, when he was in college, he got better every year. In pre season he has looked better from year one to year two. S. payton that what impressed him the most about him. Great size ,,decent arm, decent athlete,,,,worth keeping around

And without Payton, they maybe didn't want to bring in another developmental QB, because Payton would have had a big hand in who it would be and how to groom them.
