Running the 40 in shorts is pretty worthless IMO. Some guys can still run fast with that extra weight, some can't. And it's quite rare comparatively for a guy to just run 40 yards straight and unimpeded.

yup, running it in shorts is nothing like w/ weight on
 
4.5-4.6 is what the average receiver time is in the NFL. There are some guys who run a little slower and some guys that run a little faster but 4.55 is not slow.

guys like Welker and Moore like previously mentioned rely more on quickness than straight line speed, you can sort of gauge this with 3 cone drill and shuttle times, there is some formula for it having to do with 40 times,shuttle times and 3 cone drills i forget it at the moment, Most routes involve some sort of change of direction, you have to see how much speed a receiver loses when he changes direction. Welker loses little speed when he changes direction, Moore is similar but not quite as quick, but he still is quick.

McClain of the Ravens rushed for 900 yards last year and ran a 4.88
