I think Rodgers studied the formula for QB rating. Like really studied that formula and learn what makes it go up and what makes it go down.
He plays that way. 3rd and 15 from the 50 yard line? Throw it in the dirt rather than tight coverage.
His “risky” throws are most sideline or corner end zone throws.
He obviously will still heave it up for grabs on 4th down or an end of game situation...but he knows how much INTs affect QB rating. This was explained to me by Packers fans.
