Sort of a cross between Guy Fawkes and Mo Sizlak. Needs to go to prison for a long time.
 
Hopefully the mailing the threatening letters are a felony and prohibit him from owning firearms. I'm a big supporter of the right to bear arms, but this is the kind of nut that does not need to have them.

It's all about crossing the "substantial step" between thoughts and acts. That step could've been when he loaded himself up with the rifle and rounds, or when he got in his car, or when he got within sight of the stadium (obvious one), either way, he crossed it. He acted. He should he punished.
